Position Overview: Basic Functions & Responsibilities:
The Company’s External Affairs and Communication Department is responsible for gaining timely access to our medicines, building the company’s reputation & advocacy, leading policies important to the business. The department is a small team of subject matter experts that work constantly and closely, with sales & marketing and cross-functional team. This role will be a member of the country leadership team (OTLT).
Success in this role will be measured through:
impact/influence on policy and policy shaping activities related to Thai health coverage & insurance schemes, including, but not limited to: Social Security; Universal Coverage (NHSO), CSMBS (CGD), NLEM, MPP, etc.
creating, preserving and/or improving market access to Company’s medications and devices, through strategic oversight of tender & pricing
building trust and respect with national decision makers and other key stakeholders
a positive profile in the public domain, with (key) stakeholders
Primary Activities and Responsibilities include but are not limited to:
Hands-on management of the Company’s policy and advocacy
Surveying and understanding all relevant legislation, government process and policy impacting the industry and distillation of insights in policy areas critical to the business.
Formulation of strategy and action plans including stakeholder engagement plans for key projects.
Customer-facing responsibilities with key stakeholders across government to better understand their needs and to communicate the company position.
Initiating, maintaining and growing professional relationships with government officials, political stakeholders and industry representatives on a regular basis.
Preparing briefing papers, reports and company positions for both internal and external use.
Input into the external digital and media PR program & communication.
Influence and/or offer constructive, innovative solutions (e.g. via co-creation), proposals to shape pricing and healthcare policy changes (e.g. MPP imposed by the Thai Government, co-payment schemes proposed by CGD, etc.)
Leading the market access area to ensure optimal and timely reimbursement of medicines
Strategic oversight of industry leading execution of HTA submissions.
Developing reimbursement strategies for new and established products / indications and partnering with the Company’s pricing colleagues to achieve this.
Pricing policy development and implementation
Formulate pricing strategies and proposals for reimbursement, hospital tenders and private market products.
Conduct pricing negotiations with the MPP Committee, NLEM, CGD and other relevant bodies, Pricing Proposals, Risk Sharing/Deeds of Agreement, MEAs.
Develop strategic reviews/access plans for relevant products including early identification of data gaps.
Oversee internal pricing proposals (inc. PARFs) and ensure internal (global and local) pricing approvals are processed in a timely manner.
Develop and execute strategic pricing and reimbursement strategies to maximize access opportunities for Company products.
Align and deliver pricing assumptions for internal long- and short-range plans.
Ensure internal pricing governance is compliant with Company policies and procedures.
Lead the support to business with innovative approaches to shaping tenders, e.g. by creating product differentiation, such as 2D barcode, unit HP dose, etc., tender submissions and reconciliation reports that track actual consumption vs the tender quantity.
Strategic leadership of the public affairs area aligned to policy positions and external relations with media and patient organizations
Oversight of stakeholder plans that support market access.
Maintaining & ensuring the necessary systems and process, ensuring compliant and effective external engagement, in line with Company SOP.
Point of contact for Global / Regional (commercial) communication.
Skills, Knowledge, Experience & Qualifications required:
Minimum education qualifications are bachelor’s degree, with a focus on Business, Pharmacy, Health Economics or Public Health (or a combination of these).
At least 10 years’ progressive experience in a similar role within the pharmaceutical industry.
A comprehensive understanding of the Thai healthcare system, National Health Acts and related government and regulatory bodies.
Strong commercial acumen and strategic mindset with ability to focus on and assess potential product opportunities and the profit/loss implications of reimbursement strategies.
Proven strong leadership, people management and talent development skills and experience.
Results focused, driven to achieve goals which deliver value to our customers and to maintain a high performing team culture.
Excellent written and oral communication skills.
Collaborative mindset with ability to develop strong, productive, respectful working relationships.
Proven, effective negotiation and influencing skills.
Strong organizational and project management skills to handle multiple tasks, particularly under time pressure.
